Bio:

Morgan began her academic journey in International Relations and History at the London School of Economics before completing an MA in War Studies at King’s College London. Her early interest in how governments navigate uncertainty led her into the UK Civil Service, where she spent a decade working across HMRC, the Government Digital Service, the Cabinet Office and Department for Science, Innovation and Technology. Alongside this, she completed an MSc in Data Science (specialising in AI) at Newcastle University, combining policy expertise with technical training.

Morgan is now Lead AI Product Manager at i.AI, the UK Government’s AI incubator, and a Senior Visiting Research Fellow at King’s College London, where she focuses on applying generative AI and NLP responsibly for the public good. Drawing on her experience across government, defence and national security, as well as academia, Morgan regularly contributes to discussions on the future of responsible AI, and welcomes opportunities to collaborate, share insights, and engage with diverse audiences.

PhD research:

Morgan’s PhD explores how Natural Language Processing can be designed to improve evidence synthesis and public engagement in democratic decision-making. Her research investigates how NLP systems can responsibly curate transparent and trustworthy maps of evidence, address challenges like hallucinations and bias, and harness collective intelligence through consultations, calls for evidence, and citizen assemblies. At its heart, her work asks how AI can be built not only to process information but also to strengthen participation, trust, and accountability in democracy.
